Performance Based Standards (PbS) – A nationally recognized improvement program developed by the Council of Juvenile Correctional Administrators. Greene County has been a participant since 2004.

The Greene County Juvenile Detention Center builds performance improvement and accountability into facility operations using a three-part continuous improvement cycle.

  1. Each month data is collected regarding information about the youth, the staff, unusual incidents and services offered. Twice a year the data is entered into the PbS website.
  2. The data is calculated and reported back in the form of outcome measures that assess safety, security, order, health and mental health services, justice and legal rights, and programming. These measures indicate to our team of staff and community representatives how well the facility is meeting standards compared to our own previous outcomes and compared to the PbS field of 191 facilities across 30 states.
  3. Based on the assessment of outcomes by the team of staff and community representatives, areas for improvement are identified. Working with an assigned PbS coach from the Council of Juvenile Correctional Administrators a Facility Improvement Plan (FIP) is entered into the website and monitored for effectiveness.

The benefit to Greene County of participating in Performance Based Standards is in charting a clear, measurable path toward improvement and in documenting what is occurring in the detention facility on a daily basis to assess whether services and practices have a positive impact on our youth.
